The Emergency and Security Coordination Centre 112 of the Canary Islands relies on Google Cloud, Minsait Cyber and Guardebox to migrate its data to a sovereign cloud solution.

Madrid, 22 may 2025. – The Emergency and Security Coordination Centre (CECOES) 112 of the Canary Islands, managed by Gestión de Servicios para la Salud y Seguridad en Canarias (GCS) - a public company of the Canary Islands Government - announced today that it is setting a new standard for emergency services by migrating the management and sharing of highly sensitive data to a secure and sovereign cloud environment, with the aim of providing better and more efficient care to citizens during emergencies.

 

Thanks to a strategic collaboration with Google Cloud, GuardedBox and Minsait Cyber - Indra's cybersecurity company and Google Cloud's sovereign cloud partner in Spain - 112 Canarias has deployed a pioneering solution that not only provides maximum security and sovereignty of critical information, but also fosters innovation in the way it manages and uses emergency data, making it one of the first emergency services in Spain to leverage the public cloud in such a comprehensive way for these critical tasks.

 

Faced with the critical challenge of securely sharing sensitive emergency data - including call recordings and personal data - with authorised entities such as law enforcement and judicial bodies, 112 Canarias needed a solution that strictly complied with Spain's National Security Scheme (ENS) at the ALTO level, GDPR and other strict regulations. The agency's goal was to maintain absolute data sovereignty while allowing efficient and controlled access for legitimate purposes.

 

Although the project was initially conceived to be deployed on-premises, 112 Canarias opted for Google Cloud's Data Boundary solution, implemented by Minsait Cyber. The solution provided the client with data residency management and operational monitoring, which guaranteed the confidentiality of the agency's information, thus increasing confidence and allowing the solution to be deployed in production in just 10 days.

 

The jointly developed solution integrates a robust multi-layered security architecture powered by Google Cloud and enhanced controls provided through Minsait Cyber's Spain Data Boundary. The GuardedBox architecture features end-to-end encryption that is bolstered by Google Cloud's confidential computing capabilities, and management of external encryption keys controlled exclusively by 112 Canarias. Combined with a Zero Trust framework, the solution ensures that data remains confidential and accessible only to authorised personnel, with residency and data management firmly within Spain and the European Union, adhering to Spanish and EU laws.

 

This strategic cloud deployment enables 112 Canarias to securely and efficiently share critical data with authorised organisations, improving collaboration while maintaining full regulatory compliance (including ENS ALTO and GDPR). For the citizens of the Canary Islands, this translates directly into a more efficient and responsive emergency service, along with the highest level of protection for their personal data. The solution significantly strengthens protection against unauthorised access and cyber threats, and its high availability ensures uninterrupted continuity of service, crucial for emergency response.

 

The Minister of Territorial Policy of the Canary Islands Government, Manuel Miranda, said: ‘We thank the members of this project for their efforts to make the 112 Canarias service a benchmark in information security. It is a significant achievement that this makes us the first Spanish public administration to implement secure data management and storage in the public cloud under an advanced architecture of digital sovereignty’.
